
Rabbi Yossi Kagan – Director
Rabbi Yossi Kagan is the founding director of Chabad of Upcounty, serving the Jewish communities of Clarksburg, Germantown, and the surrounding areas with warmth, passion, and purpose. Originally from Miami, Florida, Rabbi Kagan received his rabbinic ordination from the Central Lubavitch Yeshiva and has led educational programs and outreach initiatives across the U.S., most recently in Potomac, Maryland.
Known for his approachable style and engaging teaching, Rabbi Kagan brings Torah to life in a way that is meaningful, relevant, and welcoming to all. Whether teaching a class, hosting a Shabbat dinner, or helping someone put on tefillin for the first time, he strives to strengthen Jewish identity, connection, and pride in every Jew he meets.
He and his wife Chanie are raising their six children—Mendel, Faiga, Ruthy, Esther, Tzvi, and Chaya—with the same values they bring to the community: living with purpose, sharing kindness, and illuminating the world with the light of Torah.
🕊️ Chanie Kagan – Co-Director
Chanie Kagan is the co-director of Chabad of Upcounty and the creative force behind many of its educational and family programs. Originally from Toronto, Canada, Chanie is a graduate of the Chabad teacher training seminary in Tzfat, Israel, and has a rich background in Jewish education, event programming, and community engagement.
Her warm, approachable presence makes everyone—from young children to adults—feel at home. Chanie leads dynamic children’s programs, women's events, Hebrew School, and holiday experiences, all designed to foster a love of Judaism and a sense of belonging.
Deeply inspired by the teachings of the Lubavitcher Rebbe, Chanie is passionate about creating opportunities for personal growth, connection, and joyful Jewish living for every member of the community. She and Rabbi Yossi are proud to be raising Mendel, Faiga, Ruthy, Esther, Tzvi, and Chaya as active participants in their mission to make Upcounty a vibrant center of Jewish life.
